 Recreational Boating Safety Visitation Program

Flotilla Staff Officer - Program Visitor (FSO-PV) As FSO-PV, it is my responsibility to track all visits made to partner locations. I maintain a flotilla master list that contains the following information: partner name, address, phone number, contact, assigned program visitor and dates of visits. This list is on an Excel spreadsheet and is an easy way to track how often a partner location is visited and the number of visits reported each month. Information comes from the 7046 reports submitted by Program Visitors (PVs). The FSO–PV receives form 7047/5093 for partner additions and deletions from the PVs and forwards them to the Division Staff Officer-Program Visitor (SO-PV) who in turn will submit it up the Chain of Leadership to be added to the Auxiliary Master Partner List. The FSO-PV assures that the flotilla program visitors have a supply of materials to be placed in partner locations. Most PVs will order their own supply from the FSO-Materials, however, occasionally, I will place the order then distribute at a flotilla meeting. The FSO-PV works closely with the FSO-Public Affairs and the FSO-Vessel Examiners in planning PA and VSC events, especially at partner locations. FSO-PV also works with the FSO-Public Education in developing a class schedule handout. The FSO-PV forwards any information received down from the Chain of Leadership to all PVs. I subscribe to RBS-News which sends out email updates regarding boating safety and the RBS program and forward some of these to the PVs, if appropriate. The FSO-PV submits monthly reports to the SO-PV and to the Flotilla Commander, Vice Commander and the FSO-Publications for the monthly flotilla newsletter.

1. I would suggest you sign up to receive RBS-Alerts. RBS-Alerts is a boating safety alert service that provides boating safety tips, best practice ideas, and important announcements about boating safety. http://bdept.cgaux.org/mailman/listinfo/rbs-alerts_bdept.cgaux.org Some of the information is good to pass along to the PVs to give to their marina partners. I’ve even forwarded a couple to VEs as a FYI.

2. AuxInfo: You can get a list of qualified PVs and the number of reported program visits by going to our AuxInfo site. Go to http://www.safeboatingjax.com/ Member Section, Select AuxInfo Report, from the Flotilla 08 column select “Certifications”, select “Recreation Boating Safety Visitor”. This will give you a list of current PVs. Unfortunately, we will be losing 2 of our PVs next year. Charlie Smith is leaving the area and Paul Tynda will be going into REYR Status for not having fulfilled the annual requirement. To begin 2013 our PVs will be You, John Hadley, Kevin Koehl and myself. Each week AuxInfo is updated with reported program visits. There are two rows pertaining to pv counts. The first reflects ALL Years. The second will be for 2013 only. This is one way for you to track the number of visits reported. This can be filtered do down quarterly, monthly, weekly and daily.

3. Attachment 1, Partner List: This is how I kept track of our partners. Last year the District Staff Officer wanted a list of all partners and (generally) how often they are visited. I had already been tracking this so it was easy for me to send him this info promptly. It is also a good way to see that partner locations are being tended to. I found it helpful to keep track of our partner events, as well. This helped me when I was doing my monthly reporting to the SO-PV and for the flotilla newsletters. You will see that John Hadley has been making stops on a weekly basis for most of his locations. Keep in mind that there are no boundaries when it comes to program visits and no one PV has claim to any location. We can overlap as long as we are not becoming an annoyance for the partner. I believe John would like to have you take over a few of his locations for regular visits, if you can.

4. Attachment 2, Form 7047/5093: This form is used to add or subtract a partner from the master list maintained by the district (although I am not sure if this is actually being done). PVs should complete the form and submit it to you. You then will forward it up to the SO-PV. After the first of the year, we will know if the division has appointed someone to SO-PV. If they haven’t then you can ask the Assistant District Staff Officer if you should send them to him/her. I can help you with this, if needed. The first year, I was asked to send a hard copy to the SO. The next year I was asked to submit it electronically. You’ll have to ask the SO how it should be submitted. Regardless, I always saved a copy for my records. (This also helps when filing reports).

5. Attachment 3, Monthly Report to SO-PV: If a division staff officer is appointed, he/she may ask you to complete a monthly report. This is one that I had submitted earlier this year. You can probably wait until you hear from the SO before doing anything. It may take a few months before or if you hear anything at all.

6. When you do your monthly report for the newsletter, cc the FC and VFC.

7. I will cc you copies of the 7046 reports that I receive from the PVs.

8. Following comes from an email (5/12) I received regarding REYR status and recertifying: Below is a message from Bob Platt that you all should be aware of the change for Re-certification of Program Visitors.

From: Bob Platt From my last conversation with Steve Minutolo on this subject, PVs CAN recertify themselves by doing two "practice visits" as a Trainee. The AUXMAN is correct. This is something the National Board wanted and CHDIRAUX approved. Its a done deal The process of getting recertified is the same as before. After the mission is entered into AUXDATA (yes with no Lead), The FC reports the member is eligible for recertification as before.

The only difference is no qualified PV is involved, no one gets "credit" for the "practice visits" and the mission goes in with no lead allowing those doing the recertifying to check to see if the requiredpractice visits were done.
